Decherd, Tennessee Contraband/ Freedmen Camp, 1863

Contraband Camps were set up by the Union Army as early as 1861 along Virginia and South Carolina coast, followed by others in Kentucky and Tennessee and along the Mississippi River from New Orleans to St. Louis. The camp could hold hundreds to several thousand people, most living in barracks of fabric tents. They were called "contraband camps" because freed people were considered property confiscated from the 10 Confederate states.
